Narcotics Act Amendment Bill is now being debated in the Rajya Sabha

The Narcotics Drugs and Psychotropic Substances (Amendment) Bill, 2021, was passed in the Lok Sabha on Monday and will be considered and passed in the Rajya Sabha on Wednesday. It aims to displace the Narcotic Drugs and Psychotropic Substances (Amendment) Ordinance, 2021.

Finance Minister Nirmala Sitharaman is expected to introduce the Bill in the second half of the Upper House debate.

According to PRS Legislative Research, the Bill corrects a drafting error in the Narcotic Drugs and Psychotropic Substances Act of 1985. The Act governs some operations involving narcotic narcotics and psychotropic substances (such as their manufacture, transportation, and consumption).

The Act was modified in 2014, and the clause number of the definition for such illegal conduct was changed. The part on the penalty for financing these illegal acts, on the other hand, was not altered and remained to relate to the previous clause number, rendering the punishment ineffective. The penalty section of the Bill is amended to include a reference to the new clause number.

Finance Minister Nirmala Sitharaman told Parliament that the bill’s retrospective clause was not “substantive.”

The finance minister will introduce the Appropriation (No.5) Bill,2021 in the Lok Sabha on Wednesday. The Bill seeks to authorise the payment and allocation of additional sums from and out of the Consolidated Fund of India for services rendered in fiscal year 2021-2022. The Bill was scheduled to be debated on Tuesday.

Adhir Ranjan Chowdhury, a Member of Parliament (MP) from the Congress, and Saugata Roy, a Member of Parliament (MP) from the Trinamool Congress (TMC), would ask the Lok Sabha to hold a debate on pricing increases.
